To do some blurring effect simply use Gaussian blur effect. Simply point at the background layer, go to Effects > Blurs > Gaussian Blur…; adjust the radius to your liking.

Notice as you are doing it, the details of the background is reduced dramatically and your character start to stands out more. This is called the macro shot effect.

U see a lot of this in camera shots. Where u can set shot options to macro and place the object you wanna snap right infront the view…you will get the same results.
