Step 2
Create a new layer and name it as Cloud. Select the layer, press F4 or look for layer properties. Set the layer blending properties to Overlay. Look for cloud render effect under Effect > Render > Clouds. A Clouds properties panel will appear like in Figure 2.2. Adjust the scale and roughness to your liking. See Figure 2.3.

Nice guide I never knew paint has similar functions as photoshop

paint.net comes closest to match photoshop, in terms of effects and stuff, but power wise still photoshop can churn out more…but paint.net is free and lightweight.
It is very very very lightweight o.o only 1.6 MB o.O
